Weld County Fair Board Minutes

September 11, 2023

Meeting called to order by President Aaron Helus at 6:00 p.m.

Members Present: Aaron Helus, Isaia Aricayos, Landon Cogburn, Bailey Naibauer, Levi Loveland, Tom Bledsoe and Courtney Smith

Ex-Officio/Staff Present: Hannah Swanbom, Cheryl Aragon and Kim Eastwood

Special Guests: Commissioner Buck

Agenda: additions to new business Record Book Late Fee Waiver Request and 4-H Code of Conduct review

Motion to approve the Consent Agenda by Tom Bledsoe, second by Isaia Aricayos; motion passed.

Special Guests/Requests:

  1. Commissioner Buck –nothing to present at this time.

Old Business:

  1. None

New Business:

  1. Record Book Late Fee Request – Martinez family – mother had emergency surgery at deadline and request waiver of fee due to medical expenses incurred due to emergency; MOTION to waive fee by Tom Bledsoe, second by Courtney Smith; motion passed with discussion to note that this is beyond normal circumstance and not to set a precedence, the financial burden is the issue due to medical bills from emergency surgery not the record book being late
  2. 4-H Code of Conduct review – there was a medical emergency during fair due to alcohol use on grounds, ambulance was called, a clear violation of 4-H Code; discussion and communication of Code at 4-H leadership level and parent levels are needed; camper sites are rented and considered personal space
  3. Fair Coordinator posting is going through HR and legal review and will be posted soon.
  4. Committee Reports
    • Appreciation Lunches/Fair BBQ – Levi Loveland – vacant – nothing to report at this time
    • Premier Exhibitor – Landon Cogburn – Committee – nothing to report at this time
    • Carcass Contest – Isaia Aricayos – Kristy Campbell – went well, awards will be at the end of the month; 170 hogs, 150 goats, 54 lambs, 45 beef ultra sounds done d. All Around Showmanship – Aaron Helus – Debbie Carpio – nothing to report at this time
    • SNOW – Levi Loveland – vacant – nothing to report at this time
    • Drug Testing – Courtney Smith – Lynn Erickson – first year of new committee and SOP, several things to look at for next year and beyond. The committee will get together to present formal recommendations after meeting. Will also have discussions with Livestock committee as well.
    • Education – Tom Bledsoe – Chair Shannon Bailey – Cam’s Academy – nothing to report at this time
    • Jr Livestock Sale – Landon Cogburn – Board – meeting rescheduled to next week; new metal cut-outs for buyers look great.
    • Security, Parking, and Risk Management – Bailey Naibauer – vacant – committee being formed
    • Royalty – Tom Bledsoe – nothing to report at this time
    • Livestock/Animal Health – Bailey Naibauer – Andy Raff – several on-going discussions, recommendations forthcoming.

Announcements/ General Discussion:

  1. Next Meetings October at 6:00 p.m., Extension Office
