Weld County Fair Board Minutes

October 2, 2023


Meeting called to order by President Aaron Helus at 6:02 p.m.

Members Present: Aaron Helus, Isaia Aricayos, Landon Cogburn, Bailey Naibauer (via Zoom), Levi Loveland, Tom Bledsoe and Courtney Smith

Ex-Officio/Staff Present: Hannah Swanbom (via Zoom), Cheryl Aragon and Kim Eastwood (via Zoom)

Special Guests: Commissioner Buck (via Zoom)

Agenda: no changes

Motion to approve the Consent Agenda by Tom Bledsoe, second by Isaia Aricayos; motion passed

Special Guests/Requests:

  1. Fair Royalty 2023-2024 Court induction – Queen Katy, Attendant Maddie, Duke Nicoli, Princess Jadalyn
  2. Commissioner Buck – she appreciates the board, nothing to present at this time

Old Business:

New Business:

  1. Record Book Update – reminder email sent out, 2 of 6 are aging out, 4 didn’t turn any record books in, a few did turn them in with late fees, parent said 2 were submitted on 8/1, the office will check around, two had low scores and need to take a class – rule book says there is a one year suspension from exhibiting at Fair
  2. Fair Board Officer Election – President nomination Aaron Helus – motion passed. MOTION to elect Aaron Helus as President, motion passed. Vice President nomination Landon Cogburn – motion passed. MOTION to elect Landon Cogburn, motion passed. Secretary nomination Isaia Aricayos – motion passed. MOTION to elect Isaia Aricayos, motion passed. Treasurer nomination Courtney Smith – motion passed. MOTION to elect Courtney Smith, motion passed.
  3. Committee Reports
    • Appreciation Lunches/Fair BBQ – MOTION by Tom Bledsoe to dissolve Appreciation Lunches/Fair BBQ committee and move duties to Fair Office, second by Levi Loveland; motion passed
    • Premier Exhibitor – Landon Cogburn – Committee – nothing to report at this time
    • Carcass Contest – Isaia Aricayos – Kristy Campbell – committee would like to help with sponsorships to ensure budget amount is met each year
    • All Around Showmanship – Aaron Helus – Debbie Carpio – nothing to report at this time
    • SNOW – MOTION by Tom Bledsoe to dissolve SNOW committee and move duties to Fair Office, second by Levi Loveland; motion passed. SNOW committee included grounds, entertainment, sponsorships, vendors, awards.
    • Drug Testing – Courtney Smith – Lynn Erickson – rule changes voted on and will be sent to Livestock Committee then to County Legal – change to urine samples, tamper proof note in SOP (shipping to lab), final year exhibitor changes, MQA form once submitted unless vet review, poultry and rabbits added, “illegal” change to “off-label” drug use, date of ownership, release of all carcasses released at one time – committee membership will be open soon
    • Education – Tom Bledsoe – Shannon Bailey – Cam’s Academy – nothing to report at this time
    • Jr Livestock Sale – Landon Cogburn – Board – sale checks went out today – one opening on committee, will be posted soon
    • Security, Parking, and Risk Management – Levi Loveland – vacant – committee being formed, membership will be posted soon
    • Royalty – Tom Bledsoe – new court inducted today
    • Livestock/Animal Health – Bailey Naibauer – Andy Raff – will review and implement wrist band system; change SOP for membership and eligibility; MOTION by Tom Bledsoe to suspend rule for officer eligibility indefinitely in committee SOP, second by Levi Loveland; motion passed. Discussion to extend 75% attendance rule to all committees if possible. MOTION by Tom Bledsoe, second by Landon Cogburn to extend 75% attendance rule (unexcused absences) to all committees; motion passed.
  4. MOTION by Landon Cogburn, second by Levi Loveland to keep Fair Board member committee assignments with exception to Levi Loveland to Security Committee; motion passed.

  1. Next Meetings Nov 6 at 6:00 p.m., Extension Office
