Weld County Fair Board Minutes

November 4, 2024


The Meeting was called to order at 6:00 p.m. by President Aaron Helus.

Members Present: President Aaron Helus, Vice President Landon Cogburn, Secretary Isaia Aricayos, Treasurer Courtney Smith, and Board Members Bailey Naibauer, Levi Loveland, and Tom Bledsoe.

Ex-Officio/Staff Present: Larry Hooker

Special Guests: Commissioner Perry Buck, Kylie Kayser, Katrina Loveland

Agenda: Remove Budget update

Motion to approve the Consent Agenda by Tom Bledsoe, second by Landon Cogburn; additions made to agenda, motion passed.

Special Guests/Requests:

  1. Commissioner Report – Commissioner Buck expressed appreciation of board members giving of their time serving on the Fair Board and have the board a card and gift from the WCBOCC.
  2. Royalty Update -- Attendant Aubrey Storm -- shopping and activities completed this month and planned for next month, helped at Firestone Charter Halloween event to have a greater presence in that area. 

Old Business:

  1. Truck Pull -- income generated from truck pull, discussion to share profits with truck pull association, Motion to give $1,500.00 to NSPA by Landon Cogburn, second by Tom Bledsoe; motion passed. Planning July 12 Saturday for Truck Pull. 2 weeks before, possibly moving it up during week would generate more attendance; will include topic in board work session. 
  2. Fair Coordinator Update -- "Parli-Pro" training coming up, team roping didn't make a profit.

New Business:

  1. Committee Application -- JLAH -- Clayton Novak goat superintendent recommended, Motion by Tom Bledsoe to accept recommendation, second by Bailey Naibauer; motion passed.
  2. Committee Application -- Sale Committee -- Courtney Engelman recommended by committee, Motion by Tom Blessoe to accept recommendation, second by Bailey Naibauer; motion passed.
  3. Budget Work Session -- will schedule for Tuesday, November 26, at 6:30 P.M.
  4. Ear Tags -- our cost is rising due to tech costs from vendor, retinal scanning is very effective, and Larry would like to keep it, if possible, Motion by Tom Bledsoe to increase fee to $6 for ear tag per animal, second by Landon Cogburn; motion passed.
  5. Committee Reports (Board representation assignments drawn from hat annually)
  • Premier Exhibitor – Aaron Helus – nothing new to report at this time.
  • Carcass Contest – Levi Loveland – nothing new to report at this time.
  • Drug Testing – Courtney Smith –will have a meeting to elect officers soon. 
  • Jr. Livestock Sale – Landon Cogburn – elected officers, Motion by Landon Cogburn to accept slate of officers as recommended by committee, seconded by Bailey Naibauer, motion passed. Levi received feedback regarding to non-county resident exhibitors going to sale, the board would like additional information on total number of exhibitors fitting that description and any other pertinent data.
  • Security, Parking, and Risk Management – Landon Cogburn – nothing new to report at this time. 
  • Royalty -- Tom Bledsoe -- Katrina shared that they voted on officers at the last meeting, Motion by Isaia Aricayos to accept officers as recommended by committee, second by Landon Cogburn, motion passed. Motion by Tom Bledsoe to dissolve current unauthorized social media accounts and start new accounts with approval from County, second by Levi Loveland, motion passed. 
  • Livestock/Animal Health – Bailey Naibauer – Kylie shared they voted on officers at the last meeting, Motion by Bailey Naibauer to accept officers as recommended by the committee, second by Landon Cogburn, motion passed. Motion by Tom Bledsoe to accept all judge recommendation from committee, second by Levi Loveland, motion passed. Finally, the committee is unsure of their budget so the board will look into previous edition and communicate that with the committee. 

Announcements/ General Discussion:

  1. Next meeting Monday, December 2 at 6:00 p.m.
